I need help with adjusting front shock preload

I turned the back down almost all the way. No problem there. When I went to turn the fronts the rings won't budge. Are they locked in or something? The manual is no help. The front is way too soft and I plan on going all the way tight and then adjusting from there. The XX really dives in the woops. The way Honda hypes the IRS you'd think they'd put better shocks on it. The stock fronts are really poor.
