Come to Arkansas! we don't get much snow but its no big deal to see atv's cruising around anytime through the year

i know montana and idaho allow atvs as long as they have brake, tail, and headlights, plus at least one mirror. i know that doesn't help you in maryland, but it might help if you call the DMV. make sure you press 2 for english.
