Most anyone who has worked on a Japanese machine will attest there is something evil about the Phillips head screw on these machines. It turns out that they are not actually Phillips but a JIS fastener identified by the little dot on the head of the screw. There are special screwdrivers to fit the JIS screws for the tool nerds out there.

The ones on a carb float bowl always got me . I think they made them outta putty. Changed them to a allen key type far easier.
As for the phillips heads, I found that Snap-on screwdrivers fit best.

snap-on tools are built really well too.. my dad has retchets that are 30yrs old are still work better that the craftman tools i got last year for x-mas
