What kind & size wheels did you install? If oem style 11" nothing should be rubbing. But sounds like mud scrapper like cataway said. If 11" oem style wheel it's possible one scrapper is just bent. If you installed 10" wheels you need to remove both scrappers. I think it's a 10 mm bolt. Either way I'd remove the scrappers. Awhile back a member, had a rock catch in his and toasted his wheel. Here's a picture of the mud scrappers.
