Doubt about air filter

Hello guys,
a question,
I noticed my air filter,
has brown stain,
mud,
in correspondence with that tube inside.
That I do not understand,
What function does this tube have?
Why should it take the air from a low point,
respect the rectangular, main air intake.
Perhaps, to send air, under pressure,
when do you have a certain speed?
it is better to close this tube,
and make some holes,
in the upper part, of filter cover?

Question

Not real sure what you are meaning. When the filter gets dirty, you need to clean it and oil it. I like PJ1 but several companies make this stuff. Are you still using the original honda filter? I'm using the Uni filter with a EHS Racing lid. Link below for lid and filter oil.

thanks for your photo,
and advice for an optimal air filter.
My air filter is always a sponge, but white,
I do not remember if there is a logo on it,
however I do not believe it is original,
the original should be yellow, I see on the web.
My doubt is about the tube,
that is on the left,
and below, in your photo,
I have indicated here:

This pipe sucked me water and mud,
so I'm a little worried, if it's better to close it.

Yes it is normal, and definitely don't plug the engine tube breather!
