It's hard to believe Honda sold the quad new with a slip on Muffler. But to answer your question NO, a programmer is not needed for just a slip on. However the quad will benefit from one, even with the stock exhaust. A programmer is needed for a full exhaust. And a uni filter would be a great upgrade over the factory air filter.
