Front tires hard to turn..

Replacing my front tires and noticed that they are hard to spin, they both are hard to spin. What should I check first?

My guess front wheel bearings, but make sure the brakes aren't dragging.

sounds like your front calipers are froze or are locking up or the wheel bearings are shot,if they are you will have side to side and up and down play when you grab your front wheel and try to shake it

It was the brakes dragging, seeing how I need new pads also i'll see what I can do about cleaning them up a bit.
